dc.description.abstractService management, with the objective of improving its efficiency and quality, finds in the Lean approach a possible solution to reduce waste and add value to customers. Within this process, the evaluation of tools that can be implemented and that can be applied in practice to improve the development of activities becomes a differential for the professionalization of the work of the Federal Public Administration bodies. In this sense, the present work aims to propose a plan to implement improvements and add value in the process of preparing the mandatory documents for bidding for the contracting of continuing services at Unifei Campus Itabira, through the application of the principles of Lean Public Service. The choice of the theme was justified by the success rates of the implementation of the Lean methodology highlighted in the literature, in view of the evident need of the Public Administration to improve its processes with the consequent reduction of costs, considering mainly the reduction in the costing budget of all Institutions Federal Higher Education Institutions in the country (IFES). As a methodology, a descriptive applied character research was carried out by conducting the stages of Design Science Research that includes a Systematic Literature Review to identify the tools and a prioritization of order of importance through the Analytic Hierarchy Process (AHP) technique, with based on the BOCR criteria (benefits, opportunities, costs and risks) and the consequent elaboration of the Value Stream Mapping. In terms of results, the research concluded that the application of Lean¸ principles and tools can be considered an opportunity for IFES to significantly reduce their costs in these processes, proving to be a satisfactory solution for quality improvement in the planning of contracting continuous services. from Unifei Campus Itabira.pt_BR

dc.description.resumoA gestão de serviços, com o objetivo de melhorar sua eficiência e qualidade, encontra na abordagem do Lean uma possível solução para reduzir os desperdícios e agregar valor para os clientes. Dentro deste processo, a avaliação de ferramentas possíveis de serem implementadas e que possam ser aplicadas na prática para melhorar o desenvolvimento das atividades se torna um diferencial para a profissionalização do trabalho dos órgãos da Administração Pública Federal. Neste sentido, o presente trabalho tem como objetivo a proposição de um plano para implementação de melhorias e agregação de valor no processo de elaboração dos documentos obrigatórios para realização de licitação para contratação de serviços continuados na Unifei Campus Itabira, por meio da aplicação dos princípios do Lean Public Service. A escolha do tema se justificou pelas taxas de sucesso da implementação da metodologia Lean destacadas na literatura, frente à necessidade evidente da Administração Pública em melhorar os seus processos com a consequente redução de custos, considerando principalmente a redução no orçamento de custeio de todas as Instituições Federais de Ensino Superior no país (IFES). Como metodologia, foi realizada uma pesquisa descritiva de caráter aplicado por meio da condução das etapas da Design Science Research que inclui uma Revisão Sistemática da Literatura para identificação das ferramentas e uma priorização de ordem de importância através da técnica Analytic Hierarchy Process (AHP), com base nos critérios BOCR (benefícios, oportunidades, custos e riscos) e consequente elaboração do Mapeamento do Fluxo de Valor. Em termos de resultados a pesquisa concluiu-se que a aplicação dos princípios e ferramentas do Lean¸ pode ser considerada uma oportunidade para que as IFES reduzam significativamente seus custos nestes processos se mostrando uma solução satisfatória de melhoria da qualidade no planejamento da contratação de serviços continuados da Unifei Campus Itabira.pt_BR
