Resumo:
This work presents a relationship between the theme of development, the field of Social Management and its philosophical roots in Habermas' communicative rationality and verifies the existence of elements of these theoretical references in the 2017-2019 management of the Pessegueiro Neighborhood Residents Association (AMBP), from Itajubá/MG. The research of this neighborhood and its residents' association took place in a qualitative way, through the circular sequence method of social research, participatory methodology and theoretical and methodological interdisciplinarity. As tools, a socioeconomic questionnaire was used with the residents of the neighborhood; participatory workshops with members of the AMBP; semi-structured interviews with members and non-members of the association's board of directors, residents not connected to AMBP and ex-presidents of the association; participant and non-participant observation; and document analysis about the association and the neighborhood. With the results obtained, it was observed that the association's 2017-2019 management was relevant to the neighborhood and contributed to local development. In addition, it was found that this management had minimal elements of Social Management and communicative rationality, due to the centralization of its organization and the decision-making process, a common situation in social organizations. In addition, a space was identified in the organizational structure of the association in which it is possible to implement elements of Social Management and communicative rationality such as dialogue, participation, understanding and consensus.
