Resumo:
In a world more and more globalized, where products from several parts of the world
are acquired and exported with relative easiness, it is verified the increasing necessity to
create standards for the production of these products. This will propitiate the competitiveness
of the national production in the internal and external markets, reducing the costs with the
production and protecting the consumer.
This work has as principal objective to present a quality manual that can be useful as
a script to be followed by all organisms that wish implement and operate product certification
systems for utilization in telecommunications and, as well, for the engineer to understand how
this system works in Brazil.
The elaboration of the manual is based on three points: first, the historical process of
formation of the Technological Pole in the region of Santa Rita do Sapucaí, in south of Minas
Gerais state, as a singular experience of school-company integration, configuring their
possibilities and perspectives of implantation of a market economy in the country. Second, in
the rules and relative procedures for the certification and to the telecommunication product
approval. Third, in accompaniment of the certification process of a product used in
telecommunications, which will serve to identify the main points of the quality manual of the
certifier organism.
From these three points it was possible to elaborate the quality manual for an
Authorized Designated Organism (ADO) to work in Santa Rita do Sapucaí, a city located in a
region considered a Cluster of technology and recognized as having a Local Productive
Arrangement (LPA).
The work becomes important as it aims to bring contributions from a Designated
Certified Organism for a technology polle, indicating all phases of the implementation process
of a quality system for an (ADO).
