Resumo:
This work aimed to identify and classify the entrepreneurship and innovation policies of the
municipality of Itajubá-MG to understand how the municipal government has fostered
entrepreneurship and innovation. In this way, a case study was carried out with two methods of
data collection: a document analysis to identify policies, actions, legal instruments and financial
resources to promote entrepreneurship and innovation in the municipality, and thus analyze the
government's performance together with the Local Innovation System. Also, a structured
questionnaire to establish the Structure of the Entrepreneurship Policy of Itajubá-MG according
to the six categories: promotion of entrepreneurship, entrepreneurial education, entry and exit
barriers, support for new businesses, financing and strategies for specific segments. As a result,
it was identified that the municipal government develops several roles with the Local
Innovation System, however, it prefers to adopt Policies aimed at Micro and Small Enterprises
- MPE's to Entrepreneurship Policies.
