Resumo:
Since when the first black arrived here, a survivor of the cruel trip of the slave
ships, the social, economic and racial inequalities follow the History of Brazil
spreading in the areas where the african descents could survive: in the less
fertile lands, in the shantytowns and in any poorest part of the country today,
not by chance, the misery is accompanied by the predominance of the non
European lineage.
Based on this statement, the present work has as its main objective to discuss
and propose, in an articulated manner, actions in partnership – with
government, companies, non governmental organizations, communities,
universities and fostering agencies – which are capable of enabling the
construction of energy production projects that incite the sustainable
development in low income communities, in its majority, formed by afro
descents, in a way to contribute with the reduction of the misery and exclusion
areas, where, today, live the great-great-great-children of the ones who arrived
here in those ships.
The choice of the rural community of the remainders of the Kalunga Quilombos,
and the urban community of Cidade de Deus (City of God), in Rio de Janeiro,
as the two target populations for the projects proposed in this work, is due to the
result of a previous study, conducted by the Secretaria Especial de Políticas de
Promoção da Igualdade Racial - SEPPIR (Special Secretariat of Policies for the
Racial Equality), which aims the identification of representatives communities,
one rural and one urban, of the actual socioeconomic profile of populations in
the country with a majority of afro descents and that have a minimum of
structural conditions to allow them to effectively participate in the management
of projects for their development.
This way, both communities fit all the requirements of the study, by having well
organized and representative residents’ associations, that already have talks
with non governmental organizations (NGOs) and, also, with civil society
organizations considered by the government as of public interest (OSCIPs – per
its Portuguese acronym), which gives them some legal prerogatives and
comparative advantages to claim institutional and financial support to the
governmental agencies.
