Resumo:
The Brazilian energy industry restructuring is characterized by a
desverticalizated model that implies in a segregation of the generation,
transmission, distribution and electric power trader functions. In the same way
that in other countries, the segment of the distribution remains an economical
activity which is characterized as a natural monopoly.
The desverticalization characteristic implicates in great challenges, mainly when
treating power quality, since while it propitiates a larger competitiveness in the
section, and in an increase of the efficiency of the electric power industry as a
whole, carts the search of larger effectiveness as for the application of the
resources. However, this can, in case an appropriate regulation is not had, to
generate a tendency of deterioration of the quality of energy given to the
consumer.
This dissertation presents a state of the art about the regulation of the electric
power quality in other countries under the focus of the continuity of the rendered
services. The current Brazilian regulation is analyzed and some proposals of
adaptations is given, mainly as for the adopted criteria of compensation to the
consumer in case of inadequate service.
