Resumo:
The present study takes place in order to analyze the feasibility of enabling the participation of
Drainage Basin Committees in the regulation of basic sanitation, given that there is a connection
between these elements, since their activities are of interest to each other, and it is opportune to
evaluate the possibility of recommending joint action to optimize regulation and act in favor of
the drainage basin. This study was introduced with a global scenario of crisis and water
unavailability, contextualizing the Brazilian situation and its sanity deficit, given that the
current Brazilian scenario, regarding basic sanitation, has been undergoing intitutional changes
where Regulatory Governance is being imposed. It was chosen as a general objective to analyze
the interface of the sanitation segment with the management of water resources in the basin, in
order to evaluate the proposed participation. The evolution of specific objectives took place
through a biographic review methodology that limited the elements involved in the work:
sanitation; management of water resources; regulation, committees and the interface between
them, we also used the methodology of case studies and the methodology of the exploratory
analysis of pertinent legislation to the actions and competences of the basin committees and
regulatory agencies when preparing the provision of services contract. The final analysis found
the occurrence of shading between the elements, inferring correlated actions that suggest the
feasibility of joint participation. The case studies have shown that the participation of basin
committees in regulation, as proposed in the work, has been occurring, in specific ways, in
recent years, which may signal a trend. It is recommended a legal framework.
