Resumo:
The source of this research is the revision of ISO 9000 norms groups that occurred
in December of 2000 and brought some similar issues related to the Total Quality
Management (TQM) philosophy. The proposition to this work is to consider the
implementation of an ISO 9001:2000 management system like a formal system to adopt
TQM principles. Under this proposition the aim of this work is to verify the presence of
TQM elements in organizations whit different levels of ISO 9001:2000 certifications. A
secondary aim of this research is firstly verify the relationships between level of TQM
elements adoptions and period of ISO 9001:2000 system certification, secondly to
develop and test a new construct to take in consideration the Brazilian organizations
features.
The results obtained with the above instrument application followed by a semistructured
interview at the top management, medium management and workmanship
level, have shown the presence of the TQM elements (in several degrees) in those
organizations that adopted the ISO 9001:2000 system. The difference strengths on TQM
elements adoption in those organizations could be mainly related to some factors: the
industrial sector, customer requirement, level of ISO 9001:2000 system implementation,
presence of others quality systems, culture and size of the organization. Nevertheless
the findings of this work cannot offer enough evidence to establish the nature and
correlations between these factors, it shows that could be established some facilities
that could not only help the transitions to the ISO 9001:2000 but also improve the
adoption of TQM elements in the organization under investigation. The instrument
application proved its efficacy like a measurement and diagnosis tool and reveals the
need to little adaptations in some Project Product item to generalize the use of the
construct instrument by organizations without the task to product development.
